Accessibility statement for fortum.com/fi website

This accessibility statement concerns the fortum.com website and it has been drafted on 28.4.2025. The service is governed in Finland by the Act on the Provision of Digital Services, which requires electricity web services to be accessible.

An external expert organization has assessed the accessibility of the service.

Accessibility status of the digital service:

Does not meet critical accessibility requirements. There are challenges, especially for assistive technology users.

The website is not yet fully compliant with the requirements.

Non-accessible content

Perceivable

  • Non-text Content
    • Logo link accessible texts don’t describe the link target.
    • Throughout the site several alternative texts don’t describe the images.
  • Info and Relationships
    • There is information offered with visual cues not forwarded to the assistive technologies. For example: Active menu items are marked visually. Link has icon telling sighted users that link opens up outside this domain/opens up in a new window.
    • Tab panel elements lack valid ARIA attributes and thus work with tab keys, not arrows.
    • Logged in service has a user settings button without a proper accessible name. Both user settings button and menu on logged in service are missing valid ARIA attributes.
    • Logged in service links sections is missing <nav> tag.
    • All the pages on logged in service lack H1 heading.
    • Heading markup has been used for elements that are not headings and the heading levels are not correct
    • Buttons on logged in service have a role of radio even though they are toggle buttons.
  • Meaningful sequence
    • Tab panel logic is not valid because of missing ARIA attributes.
  • Use of color
    • The electricity price data lines use only color for different values.
    • Color is used to convey information about electricity prices and the information is not forwarded to the assistive technologies.
  • Contrast minimum
    • Hubspot form Submit button doesn’t have enough contrast.
  • Resize text
    • Pages with two sticky elements have too small area for page content when zoomed.
    • With a narrow screen the content overall doesn’t fit to the screen or is not shown wholly when zoomed in.
    • The calendar widget doesn’t fit to the screen when zoomed.
  • Images of text
    • Images of text are used without describing alternative texts.

                                           Text spacing

  • Feedback elements don’t allow changing the text spacing values.
    • Chat button text is not readable when text spacing values are changed.
       

Operable

  • Keyboard
    • The user address element cannot be accessed by the keyboard in the purchase flow.
    • Filter buttons on the Address search element are not accessible with the keyboard
    • On Forsta feedback element adding or removing attachments is not possible with a keyboard.
    • On logged in service Aktiiviset palvelut can’t be accessed with a keyboard.
  • Timing adjustable
    • The user cannot extend the session length on logged in services.
  • Bypass blocks
    • A ‘Skip to main content’ link is not available on all of the pages. Keyboard user needs to go through header links without the possibility to skip to the main content.
  • Page titled
    • Logged in service pages do not have descriptive titles.
  • Focus order
    • The focus order on the cookie pop-up is not consistent.
    • In the mobile menu, the focus goes to links behind the menu first before ending to the menu.
    • In the purchase flow, the focus goes back to the first interactive element of the page every time a user clicks ‘Jatka’ button.
    • The user settings menu on logged in service doesn’t focus on the first menu item when the menu is opened.
    • Focus goes inside to the Forsta element even though the user doesn’t activate the feedback button.
    • Back to filters button or anchor links don’t move the focus when used with a keyboard.
  • Link purpose (in context)
    • The link with the Fortum logo on the header doesn’t describe the link target, i.e., the front page.
    • Link cards don’t describe the link target.
    • Social media links in person cards don’t describe link targets enough.
  • Multiple ways
    • Logged in service doesn't offer multiple ways to find content.
  • Headings and labels
    • The headings aren’t descriptive in the logged in services front page elements.
  • Focus visible
    • Menus in mobile don’t trap focus and focus goes behind the visible elements.
    • Forsta feedback element receives focus without user interaction and thus the focus is invisible.
  • Focus not obscured
    • In the mobile menu the focus goes behind the menu element and the user can’t know where the focus is.
  • Label in Name
    • Highlight boxes and card links have aria-labels that do not describe all the visible content in them.
    • The info buttons in electricity deal boxes show visually different texts than what is read by assistive technology.
    • Calendar date selection has a different aria-label than the visual text on purchase flow.

Understandable

  • Language of parts
    • There are untranslated elements, especially aria-labels, throughout the site.
    • Consistent navigation
      • Logged in service has a menu like element and another element right after it with almost similar links but different link texts.

Robust

  • Name, Role, Value
    • iFrame elements don’t have accessible names or they are not descriptive.
    • Address filters are not read by screen readers.
    • Attachment element has a link but it is actually a button.
    • In the purchase flow, there are button elements that don’t do any action at first.
    • The accordion search element doesn’t offer any context for users.
    • Some menu buttons are read twice to users because they have unneeded aria-labels and titles. Some interactive are read three times.
  • Status messages
    • All the information changes are not forwarded to the screen reader. When checking the address in purchase flow assistive technologies don’t get the information about checking process or the results.
