I&C renewal advisory project to Slovenské elektrárne, a.s.

Implementing an I&C modernization project at a NPP environment is a very complex task, since the possible new system will interface with the existing plant systems and operations. Fortum has been supporting Slovenské elektrárne (SE) in their I&C renewal project in Mochovce Nuclear Power Plant (EMO), a nuclear power station located in Slovakia, since 2025. SE has planned to achieve safe, reliable, and long-term operability of the Mochovce units 1 and 2 until the year 2060. As part of this plan, SE has identified a need to carry out a large scale I&C modernisation project. To facilitate the modernisation project, SE has launched a tender process on I&C modernisation. This process includes the renewal and modernisation of three main subsystems of the plant’s overall I&C architecture including Reactor Protection and Control System (SORR), Engineered Safety Features Actuation System (ESFAS), and Coolant Pressure Limitation Safety System (CPL).

Scope of Work

The target of the I&C advisory project was to support SE in tender assessment for Mochovce 1 and 2 I&C renewal works by sharing Fortum wide nuclear I&C and safety engineering expertise and especially own practical experiences from Loviisa NPP I&C modernization projects already commissioned. Fortum carried out a major safety I&C renewal project called ELSA to Loviisa Nuclear Power Plant in 2014-2018. This ELSA project involved the renewal of

  • the reactor trip system
  • the preventive protection functions
  • the reactor control and power limitation system
  • the neutron flux measurement

and introduction of

  • the accident management prioritization system
  • the automatic and manual backup of reactor trip systems.

Fortum has therefore extensive experience and a highly skilled engineering team of in-house experts who not only handle Fortum’s own modernization projects but can also be assigned to work with external clients on similar assignments, as here for supporting Slovenské elektrárne. Throughout this ongoing assignment for SE, Fortum’s experts have been acting as technical consultants for SE and Fortum’s tasks included the following services:

  • Providing the core learnings and engineering solutions emerging from the past I&C modernization projects for Loviisa NPP to SE and UJD (Slovak nuclear regulator)
  • Providing Fortum's solutions and processes for configuration/change management established during the past and ongoing Loviisa I&C modernization projects
  • Providing Fortum's solutions and processes contracting during the past Loviisa modernization projects
  • Providing practical insights on the role of Human Factors Engineering during the past Fortum modernization projects

Value Added

This project supports SE to keep two nuclear reactors safe and operational for the decades to come. There is significant positive impact to the energy security of Slovakia and the region, economic impact to industry and other consumers from the stable and affordable energy as well as environmental benefits from having more energy produced with near-zero CO2 emissions. This project heavily utilized the lessons learnt in Fortum’s Loviisa NPP’s I&C modernizations. The successful outcome of this project was further encouraged through establishing a relation with the client, regular collaboration between the Fortum and SE engineers, and gathering feedback which could be promptly used for development and fine-tuning as the works proceeded.

 

Fortum has been a valuable partner in supporting Slovenske elektrarne during the preparation of the I&C modernization for EMO 1&2. Their expertise in nuclear I&C, together with experience from projects such as the ELSA modernization at Loviisa, contributed to improving the quality of our tender evaluation and technical concept development.
